I have a 2003 Trailblazer and both brake lights do not work but the third brake light . All other lights do.?

I've checked all the fuses, light bulbs, and the brake switch, and they are all working.(were checked with meter)I have been told it could be a round switch that is behind the steering wheel, but not the multifunction switch.
